That's to comply with the EU regulations. Electronic check pass or document inspection.

PayPal's terms have stated for years they employ outside agencies to detect forgeries of documents and share account data etc.

Its also used as a means for Paypal to recoup any losses if the need arises.

The Paypal accounts that went down on 15th Nov were all linked but I can assure you that they were NOT linked due to errors on my part during the account creation process.

The accounts that were lost were between 1 month and 14 months old. In most cases accounts made 15 minutes after a limited account are still up and running.

These accounts were closed almost certainly as part of a fraud investigation. As I stated earlier in this thread there are similarities across the accounts with regards to email address, VCC and IP range. If a group of these accounts gets looked at in detail and not one single account has any form of credit history or public record info, it really isn't a surprise that Paypal took the action they did.

I had a discussion with a member on here last night. He found a link to the last Paypal user agreement effective from May 14. The companies that that have been discussed already (Idchecker, Zoot, etc) have been involved with Paypal in some way since May of this year, although there was no mention then of "automated document reviews". There were also approx. 40 other companies listed that Paypal are using in relation to verifying identity and fraud prevention.

I do believe that stealth will still be possible moving forward but it is clearly evident that Paypal's ability to detect and remove stealth accounts has increased massively in recent months and it will only get harder. Stealth accounts work fine when no one is looking at them in any detail. As soon as an account gets flagged, their credibility falls apart due to lack of "credit history", public database info & vccs on the account, etc.

I'll take this opportunity to again apologise to anyone that has been affected by this. Those accounts were all sold in good faith and at the time I had no idea these sorts of changes were going to be coming in.

Explain how pp having a scan of a dl and a utlity bill can help in the slightest to recoup losses?

If they have the account holders ID and proof of address then they can send around the collection agents.

They can also report any serious fraud to the relevant authorities.

The pattern here of purchased accounts is limited paypals . All the paypals of my accounts purchased here are fine. (not that they are any use without ebay) I have had Mc999 idefinete on some of which I had not even logged into. Someone explain that then please. Am I the only one?

If PayPal start looking in to every account then I'm pretty sure that 1000's of big sellers will lose their accounts. I know many who have 10-20 accounts and selling same things. PayPal will loose hell of the money.
But I also heard on BBC another day that PayPal and ebay are gonna split in next year.

I've lost two pp accounts today and none of them were purchased, all set up by myself.

All have (seemingly) been triggered after a withdrawl as I get the message about 'following your recent withdrawl we need further information to ensure the safe use of paypal' or words to that effect. With the proviso that this limitation cannot be appealed and there is no mention of scanning docs etc.

It would seem the only option is to call them but there really isnt any point is there?

Have you received any email or you found your account limited when you logged in?

At the minute, they appear to be. I withdrew £50 last night from a second account and it seems okay at the minute. Maybe its the withdraw level that triggers an account assessment?

EB can see what browser you are using and your internet provider to add to similarities list.
For sure it’s quite a week point , but it adds additional red flags to complex of grouping suspicious accounts as a group.
More similarities they find all in all together more chances to get to a group and be linked.

I have had 15 paypal accounts limited since 15 november. The paypal accounts i haven't upload any id/docs or a bank account to are fine, so far, fingers crossed.
