They could watch your account and once they see everything is removed - send you that letter. Not sure how it works with iOffer, but with eBay it is easy to put some kind of monitoring on certain accounts doing same things, like selling VERO, and once they are "no longer a registered user" - send them happy letters.

As mentioned above, they can monitor your activity on iOffer and once iOffer shuts you down - they attack you with their scams.

You can check their banking details, would be nice to see. Also, you need all their corporate details and proofs of if they are allowed to represent these offended brands. They MUST provide these papers if they are legit.

they warned me at 3pm and asked me too answer under 24 hours. and 7 hours later my account is closed....

Ask them about what items exactly they didn't like, and ask them to provide any documentation giving them right to represent Intellectual Rights owners, as well as their full company details. I had when a company from Russia was trying to sue me for breaking some intellectual rights, but they have failed to contact me from Europe, as I don't care about non-EU companies. Same here, they should provide pretty specific documents so you would just start considering their statements at all.

You ignored our emails to resolve the matter.

Their communication sounds very rude, aggressive and unprofessional. Ok, let's see what would they do.

The unanimous consensus amongst users here is this sounded like a scam. There is a reason for this. This chap who reached out to you was asking you for money, and making threats otherwise. These are red flags of extortion.

I don't know why your listings were removed from ioffer, but if I was in your predicament, and I speak only for myself here, I still wouldn't pay this chap. From reading your messages, they were contacting you from a GMAIL account, doesn't look like it was even in their company name.

Furthermore they asked for payment, usually they wouldn't ask for such payments via PayPal.

Everything still sounds too fishy.

Have you asked ioffer why your listings were removed, instead of wasting time with this chap?

yes i have a message explaining my suspension : Account has been suspended by ioffer cop verowatch about 2 items for violating third party intellectual property.
yes it smells like a scam but indeed my answers to their mails were tracked with confirmation and time when i opened it..

In that case if you genuinely feel this is legitimate, tell them the truth. You thought it was a scam. Tell them how there are others imitating their company sending scam emails like this, so you had good reason to doubt the authenticity of their emails.

couldn't sleep that night. so i send them money despite the fact that they told me it was too late.
i reply that they told me in their previous mail that i have 24 hours before any other actions..
