There is not better or worst, accounts in you own country are generally easyer to manage for a number of factors...

If you're in the uk as your flag suggests, then UK accounts would be much better for you.

Can I use a UK account effectively to send and receive without adding my bank account to it?

In theory yes, but often trying to do that you will sooner it later be hit with some sort of limitation that means you have to add in a bank account.

Are there like UK virtual bank accounts I can add that would serve to prevent PP from limiting my UK account?

No such thing as a virtual bank account in the UK

You get a bank verified PayPal you have to use a real UK bank account.

With so many bank accounts available these days adding in a bank account is really something that should just be done as standard IMO
