From a past scenario, contacting PayPal on the telephone will allow their lovely Irish agents to forward your documents directly to the Account Specialist team. I received a response within 6 hours after the phone call, but this was in October 16.
This doesn't skip the queue however, it merely ensures that your documents have actually reached them, as sometimes the automated system can fail.
In addition, if the documents are stealth and do not satisfy the documentation verification, they will often hold it for further review until a final conclusion is reached.
