I cant refund or send a message to buyer on ebay in open request

I cant seem to be able to go to the next stage to refund or message the buyer in open request on ebay

Its probably due to me asking the buyer to leave positive feedback and five stars as i did post it and have proof of postage which i sent them


But the reason why i sent the message is because im fed up of refunding buyers which i have clearly sent item but has been lost in post but they still leave negative feedback

So do you think Ebay have put the stop on me refunding in open requests

Shall i refund the buyer thru paypal ??

had same issue, **** buggy system.
i refunded it via paypal directly and didnt bother with ebay n lost fees, but easier
