You mean the seller. You are the buyer.
If PayPal have been provided sufficient evidence to support that the item was delivered to you, in this case; tracking, then your claim will be refused.
You said part of it was undelivered, so did you select the correct claim reason and explain that it was not delivered in its intended entirely? If you simply said the whole item was not received, when the tracking would clearly show it was delivered at your address, then PayPal are going to side with the seller.
You will need to contact PayPal if you would like to appeal their decision or make a complaint. There is not much we can advise you on this, since PayPal make their decisions and usually stick to them. They would not have sided with the seller without valid evidence, as it is the buyer who is often favored in claims.
