Paypal & Ebay Account Flagged

Last Week I sold My Laptop on Ebay For £1029. My Paypal is verified but I Haven't confirmed the Location on my account yet. Now Both My ebay & Paypal where instantly limited after the funds of £1029 came into my Paypal account. I want to know why it was flagged and how much would it take for a Paypal account to Flag up like this? Also I don't know if this was to do with me not Confirming my Location on my Paypal Account?

depends how old paypal is and what other stuff has gone thru it already. Not being fully verified, and that includes lifting limits with phone/address verification is a top reason for being limited as soon as a high payment or high risk item goes thru...
