Stealth account only for Multi-User Account Access (MUAA)
Hello
I'm not currently banned on eBay but my VA from the Philippines was permanently suspended from UK eBay and got the MC113 message. I need another UK eBay account for them so they can access my account via Multi-User Account Access (MUAA) but I don't know how to do this without them getting banned again. Any help would be appreciated.

Was it a newly registered account? I suggest you give your VA a Residential IP address to use (tho i know that is not only the factors to consider).
Yes it was a newly registered account which was given the MC113 suspension a few hours after account creation.

No the VA created this account. It was created as a personal account. The problem is when the VA is sent an invitation as an authorized user for the Multi-user accounts access (MUAA). They are prompted to give an address and and mobile number. A random generated UK address was used and then instead of entering a mobile number the option to select I only have a landline was used. A random generated landline number was used to pass this stage. The next stage is 2-step verification. They downloaded the eBay app to verify this account and the they were successfully added as a user to my eBay account. A few minutes later they were given the MC113 suspension.

I think you are referring to France, Spain or Canadian Business accounts. That's easy to create, nothing special.
