While you've changed many details, your full name and date of birth matching your old suspended account could still flag the new account. eBay's algorithms are sophisticated and can link accounts based on various factors, even if you haven't explicitly provided them all. Providing your NI number this time could also raise a red flag, as it's a new piece of information linked to your identity. There's no guarantee your new account won't be linked.
