Entropay still works, and will probably keep working for long time, but you need to have a European IP (I can confirm UK IP works).
The reason it works is that it has the same Bank identifier as a the Bank of Valletta (in Malta) visa cards, so paypal cannot tell the difference and cannot just refuse it.....
If refused it will violate the Visa rules, and even paypal cannot get away with something like this!! Visa is probably a bigger fish, and their rules state that merchants cannot refuse to complete a purchase transaction of an authorised card.
Entropay will be refused, if you are doing something wrong and paypal can trace you and link you to an active or limited account via IP, cookies, personal details etc. the same can happen with a normal plastic card. Once the card is refused it cannot be used again with paypal, you will need another card, and of course make sure you prevent the linking this time.
Another possible cause could be that Entropay servers had a temporary problem. I have used an Entropay card today and worked fine!!
