yes - and it really peeved me. I had 3 buyers who I know for a fact had received their items, then launched a never received it claim - kept the goods and also their money back... so the only way I found around this was (1) dont send them their payment details invoice - email pvt and say theres a screw up with the ebay link... ask them to send it to your paypal as PERSONAL then GIFT - instant payment with no 21 day wait... and best of all, no paypal fees to pay on it either.
Some customers particularly non UK ones, I used to tell them that Id been ripped off before by several people under that 21 day holdback thing, and would they put some positive feedback before I mailed it out... most did. This is one of the only ways to beat the 21 days suspension issue for reasonably new sellers... or send everything by recorded delivery and add the tracking number which also releases the funds instantly (in my experience anyway). VITALLY IMPORTANT when dealing with non UK buyers.
