Can still withrdaw funds from paypal even though i have went over £1900?

A few days ago i went over the paypal receiving limit (have sent in docs to lift it) and i still had items up on sale on ebay and i had went over £100 on the limit but i was still able to withdraw the funds straight away without any problems? is this normal?
