Thats because giffgaff is a cheap network and tethering is against their terms.

You can tether on 3, if you have a very old contract with them it'll be free, newer contracts it's £5 extra a month if you need to tether.

You need to remember just because one network works for you, that very same network for someone else may not even get a 3g signal, thus rendering useless for tethering.
