my stealth account requires Managed Payments but my real account doesn't

As the title, i logged into my stealth account and went to list an item and it required me to enroll onto managed payments.

Then i logged into my real account and it let me list straight away and i just had to enter my paypal details on page before clicking list.

Why is that?

Their algorithm for determining which accounts get converted to MP first have simply selected them in that way. The other will follow as they work their way through all accounts.

I also will add that on my stealth account i received all the managed payment newsletter emails and notices that i need to sign up to managed payments, yet on my real account i have not received any of those emails.
