Personally I don't think they monitor the forums. I have no proof to back that up though.
A quick Google search shows there were around 203 million active PayPal accounts at the beginning of 2017.
The figure above, in contrast to the amount of activity on this website, is like comparing a swimming pool to an ocean.
For me, I think what's important to them is not monitoring the forums in order to prevent banned users from opening more accounts, but figuring ways to make their systems more hack and scam-proof. Other than that, there should be nothing they don't already know anyway.
Also, they wouldn't just monitor without having objectives as that would be a waste of resources, even if it were only one employee.
Simply using new cookies, new IP addresses and receiving payments under the radar are very minor issues to them. In fact, if you look at it another way, we are actually giving them business.
