Account limited. Do refunds count towards annual receiving limit? Help.

My PayPal account is limited because as they said I received over £1,700 in payments within the last 12 months.
The problem is the actual money I received was £472 and $297. But I also received REFUNDS for my purchases reaching £1,400.
I am wondering, do refunds really count towards the limit?
Also if I received money from someone but later I refunded the person, does the money still count towards my receiving limit?

As I was unable to lift the limitation by confirming by phone, I am waiting for a 6 digit code to be sent to me through the post. It said it takes up to 9 working days to arrive but it's been 21 days now and still no code. Anyone from UK managed to get their limitation lifted after receiving the code? How long did you wait for it to arrive?

Hi never heard of this lifting limitation by code sent in post, i had to send supplier info and invoices and still didn't get my account limit lifted. Hope things work out.

Unsure about the ist question, although could hazard a guess...
It can take 3 weeks for code to come by post to UK...

Yes, the limit is based on what comes into the account & refunds do not apply. A nice little paypal trick

postal strike aside, in UK both my codes that Ive done have taken 3 weeks , almost to the day...so i think its standard, it is accrding to other UK posters too
