far as i know, 21 day holds will only apply in general to accounts with less than 100 sales/feedbacks, accounts with too much negative activity (such as frequent listing changes, low DSR, consistent low value/high value sales, chargebacks, complaints from buyers etc).

in my case, i sometimes ell high value stuff one week, then low value stuff next week, etc...apparently ebay dont like that?

plus, ive got less than 100 feedbacks.
BUT...we're dealing with hugely unquantified unknowns here...who knows what they might pull next?! as someone said, if you dont want to work with uncertainty like that, leave feebay/paypull well alone!

Amounts don't necessarily have a strong effect on the 21 day hold. I have had holds on payments as low as 50 cents recently on a new account.

You could search eby for a cheap item you can buy locally and sell it at a loss, it has cost's me around £100-150 to get 110 feedback but i reckon you lose more in lack of sales anyway and its money you soon claw back, at about 60 feedback i start to blend the real deal items in slowly, feedback building helps an account no end.

I have had this pesky 21 day hold applied to my account on a few occasions for no good reason and I have had emails from them sometimes that say they will review your accounts performance after 35 days, I recently got an email telling me that my 21 day hold had been dropped which was good news.

All it means though is you need to get your items sent out quickly and give the buyer a friendly email encouraging them to leave you some (hopefully!) positive feedback as as soon as this happens the hold on your pending payment is released. Its annoying that paypal seem to apply this 21 day hold for the flimsiest of reasons, like I had a couple of people who wanted a refund as they were unhappy with the item they bought from me for £2.99, I immediately refunded them, they left me positive feedback, yet still paypal in their infinite wisdom use this as a reason to see me as a 'rogue trader'!!!! Just hang in there and you will be alright!
