PP welcome letter

If a letter is sent how many days does it usually take & does this apply to all new accounts?

only time ive experienced this letter is has never arrived when they said it had!
opened a few tester accounts in the summer and no letter sent out to any of the accounts.
yet all 3 paypal accounts were limited because it said someone else received the conformation letter in the post!
funny that because my cousin owns the said propertys.
