When you verify an account, or purchase a verified account the Sending and Withdrawal limits are lifted.
The only way to remove the receiving limit is to Submit the EU information PayPal request.
That information can be submitted at any time. However if you submit it when you open your account, don't expect them to look at it right away, it can take 3 to 5 weeks. If you submit it once you have received around £1,650 to £1,700 - then you can expect them to look at it a lot quicker. If you decide not to submit it and you hit the receiving threshold of around £2,100 (roughly correct as of writing this post), then your account becomes limited until you supply the information their after.
Before you ask - it really doesn't matter if you decide to submit EU info right away, or wait till you hit the £1,650 mark. Either way is fine.
Also you mentioned you sell services, and your receiving PayPal payments, I assume your use would be off-eBay. Its worth noting, as tempting as it may be for you to accept payments as friends and family, avoid doing so. Such transactions nearly always get scrutinised a lot more by PayPal, and if they latch on to the fact you may be misusing it, they will punish you for it. Thats just a word of advice.
