What I always do is instead of creating a new Microsoft account each time, I just create a new local account. If you have wifi turned on, it's kinda hidden. When creating a new user account there's an option at the very bottom that says "Sign in without a Microsoft account". Then click "local account" on the next screen and you won't have to make a new hotmail at all - just provide a username and password (you actually don't even have to provide a password. I don't since I'm the only one who uses my laptop) and you're done.
If you have wifi turned off (or on a wired desktop, the network adapter disabled), it will go straight to the Local Account option so it's a bit faster. Also I always make every new user account an Admin account so you don't get bugged for the main admin account password every time you try to do something.
