Re: I accidently use FL IP to Login my Seattle eBay account.
I see no problem w/ this. eBay does not use geolocation to determine where IP is based.
I run some accounts in California, from IP's based on the East Coast. Never had an issue and do not anticipate any issues based solely on my ip's geolocation.
Be cautious on keeping track of the IPs you are using. GB provided a great spreadsheet to use a starter.

GB, I used Florida IP to login my Seattle eBay account. But this Florida IP, I need to keep it for my Florida eBay account. Do you think I will get into trouble wit this? or both my Florida and Seattle eBay accounts will get linked?

If there is no other ebay account that uses it, should be OK.
