HELP! Vanilla declined buying on eBay- have limited Paypal account- what happened!??

Have a limited PayPal acct. bought a vanilla visa the no refillable and tried to buy on eBay with new account in new name. Had ⊗⊗⊗⊗ address on new eBay account. When I got to ship to had to use my address. The transaction declined and wouldn't go through using vanilla. My zip matched the vanilla. My EBay account was not limited but am using alias. Anyone can explain to me how to buy on eBay?

I think it would be easier to just add money to paypal account balance and pay then. The problem with paypal is that when you add a credit card to your new paypal account and try to pay straight away then paypal internal security system will probably decline the payment if it is too big.
