It's working with new accounts now so try it with a new account. The problem no longer affects accounts made after it was fixed but it still affects any accounts that already experienced it.

The cards were discontinued in 2015 but the Paypoint vouchers that came with a fee when buying them were still available until July 2016. I was completely devastated when the guy couldn't find option...

That card is for spending only in participating stores. It's not considered a debit card like the visa or MasterCard sold in supermarkets are so unfortunately you can't use it.

Check out something like Loadoo for card withdrawals. You can get physical and virtual cards in 3 currencies and transfer funds between the physical and virtual cards easily.
