With most VOIPs u can receive the code by text with eBay and with PayPal once the number is verified u will see a 4 digit code and u need to select Call option and when u get the call push in the 4...

Yep that's the key, the number used when you create the account needs to work the life of the account and you will have no issues with verification, and eventually that message stops comming up as...
