The call is automated and it must be going to phone number which coressponds to the address from the public record, or paypal will say that the process failed and will send you a letter with the pin number on it. At least that's how it works here in Canada and US. It's better for you to log in and out from your account from one computer and IP consistently, and then give them a call. If your account does not raise any flags elsewhere, they will say something like "Oh don't worry about the confirming location thing, it's just an automated system. we have noticed that your logins are very consistent, and we'll remove the limit". Of course, you can also add a VCC to hopefully facilitate the success of this phone call, just make sure you don't use any "known" vccs like entropay or something.
