Default Can AMAZON seller charge buyer again after refund ?

I have an order not delivered, I refunded buyer, then buyer found his package and wanted to pay me again asking me to put charge on his credit card again.
I said AMAZON does not allow me to do that, Is there really a way for seller to do this ?

If not, how do you guys charge for replacement shipping fee or the price differrence when buyer wants to do exchange or replacement ?

I believe the buyer has to contact amazon and give them the order ID number and tell them to recharge it.

You as seller cant do anything unless amazon contacts you and ask for info regarding said order.

Two options:

1) buyer gets in touch with customer support confirming that the order is delivered.
2) kindly ask the buyer to place the same order which won't be dispatched

I would contact Amazon. The refund will count against your metrics. Perhaps they can delete the transaction so it wont negatively reflect your numbers.

Yes, I see this, but there is no certain top percatage cap on this refund percetage like other categories in seller metric though.
So does this mean AMAZON actually think refund to buyer when problems occurrs is the way to solve problems and accepted by AMAZON ?
Anyone here been suspended by AMAZON due to high refund rate ?

I know AMAZON system is just flat out wrong, but as far as I can see, issue refund to buyer is the only effective way to avoid AZ claim.
