Only if they link more than 1 thing. Linking an IP to another account with COMPLETELY different info and browser and name address etc wont normally cause a suspension becuase tomorrow, your neighbor might be using that old IP for a few hours and then someone the next city over might use that IP. Theyd be linking everyone.
