It's true they keep everything in their internal system, but as long as you permanently close your both buyer and seller account, you've got the right to create new accounts later, but let at least 4 weeks pass before you do new work, as one time they have closed one of my accounts by accident, and I've sent an email to Jeff to retrieve it back, but the seller support replied they are unable to retrieve it back as 4 weeks passed since they have closed it.
You can do a try if you've got a suspended account, but make sure to close the account through the main Amazon site ( the buyer account ) and not the seller central, you can find it in Help > Need more Help ? > Contact Us > Prime or Something else > Login and Security > Close my Account.
