Address verification during registration of US account

I 've noticed that now Amazon requires address verification during the registration, right after the video call. But not in 100% of cases. Does anybody know what that depends on?

Also is there a difference between video call and selfie verification?

I don't know how they decide when to do it but it doesn't matter, if you don't verify it right away you will get hit with the verification after doing 5K in sales as per the INFORM act. So you need to be providing a valid address regardless.

Sometimes it's not asked for foreigners registering, but not entirely USA ones

Legally Amazon's obligated to verify the seller's address, US or foreign, because of the INFORM act.
