It seems that it is normal nowadays. Created many many accounts, did browsing, buying a lot... first listing only after a month or two. Still getting this limit, but can be sorted out easily via chat.

i would create a new ebay/paypal
log in a couple times over 3-5 days using my phone hotspot data (new IP)
list one used item such as a HDD
wait 24-48 hours for listing to be added
then list as normal
worked perfect every time until ebay stopped using paypal
IP AND IP AND MORE IP most important thing is IP. YOU NEED MOBILE OR Residential IP, yes your account will be suspended after you create it. But after you call in it will be fine. Canada is so easy to call in. a breeeeeze compared to usa. USA is DEAD. God I hate usa so much LOOOL

reisdentials IPs are bull****... Windows machine have a lot of trojans, proxies...etc Residentials IPs are in the past 3-4 years worse than VPNS!
