Only needs to be unlocked if you want to switch carrier. If its a fido phone you can pop fido sims in and out no problem
You can just switch sims if you want. You can even have several active sims and just pop it in and when phone starts its that number.
I like to keep a number open and answerable for active accounts just in case they call for some reason. $10 a month is ok. So I only use one active sim per phone at any time. But if you want you can activate more than one sim and use in one phone. I will PM you an ebay seller that has fido sims with minutes for $20. I think they are a stealth seller too....
EDIT: Fido has off the shelf cheap phone kits for $50 with a sim and $25 in minutes. So after you are done with it the phone really only cost you $25. So if you want a couple phones on hand that's a pretty cheap way to get another
