This is normal on a brand new account if you start bidding too much.

"Too much" could be as little as bidding on more than 1 or 2 auctions, so you need to be very careful not to trip that restriction. I also found it doesn't go away for a very long time, if at all and you might have to call in to have it lifted.

Hey Marty, don't pay attention to that last guy, he's a spammer and has already been reported.

I have come across the buying restriction in various degrees. Sometimes I would get the message I couldn't bid even after just 1 bid on an item. Other times it was right off the bat, which I just attributed to not waiting for a little while after creating the new account.

Ebay obviously does this to prevent new accounts from being created and bidding up listings right off the bat. It's a security measure.

I also should add that you need to "season" your accounts first before you start bidding, or start selling on them.

What I mean by "seasoning" is to act like a normal user: Browse around the site, search up various items, add stuff to your watch list, etc. Even put a couple things in your cart. Do this for a day or two then start placing a small bid here & there. Keep doing this for a couple weeks before you even think about listing your first item for sale.

I know it's work, but this helps build cookies and trust with eBay.
