Op can also go to Ebay seller forum and ask ,she wil get the same results .
My advice is go review your business model,understand what is buyer and seller protection policy ,what is online viewable tracking,and your own country postal system and how insurance protects the seller.
When a buyer did not receive the item,what can she do,either file Ebay 30 days money back gurantee,Paypal item not received dispute OR
file a chargeback with her credit card issuer ,if you lose a chargeback,you will pay $20 chargeback fee.
dont waste any more of your time on this thread.

Sure, just ignore the context. That was about buyers claiming the package was lost or stolen, and the seller thinking a signature would help his case. It won't. Zipcode verification and match is STILL required to win the case. No double standard involved.

Once a package says delivered to the proper zipcode, it's on the buyer. If the buyer decided to claim the package was empty, I'd lose easily. It all depends on how the buyer handles it.

If buyer opens an INR case, and a human being is involved, you will lose. And even if you won, because a bot did it, they could appeal it anyways. And if for some reason, the appeal doesn't work, they can then go to paypal.

You sign with eBy agreement that you have responsibility on the transit like many say , but is not right I mean sometime is up to the buyer to sort the things up ,
When they attempt to deliver the package twice and that goes to the close delivery office and for not do 50 meters to pick it up the seller lose or pay cost back of the item and refund

Attempted delivery, or refused package, or other similar things, is on the BUYER.

the fact that OP's package was delivered BUT to a different zipcode,could it be that the buyer has filed notice with local post office to forward mail to a new address?
I think such notice is good for 3 months?
OP should ask her local post office to contact USPS and find out if this is so.
also OP should show the entire tracking history,did it go to the original zipcode and then rerouted?

Europe tho, I don't know.. If an item I ship to Europe, shows in tracking, that the customs office is waiting, or buyer refused package, or issue with item, I will win the case as I've fullfilled my obligation. Problem is, a lot of times, tracking won't show any of that, and 2 months later, will anything happen, once the item gets back to America. At that point, it's too late tho.

In some countries,they do not have complete tracking,so buyer files INR and then after he got his money back,run to the post office ,pay customs duty and get a freebie.

had quite a few of these claims during holidays and as long as the tracking shows delivered and it's the EXACT SAME ZIP code, your ok. at least in the US and at least recently.....luckily for me I won all my INR claims but the key is the same zip code.

Well yeah, during holidays is when thieves are out and about, picking off all the expensive gifts being delivered. Tho I'm not sure what your post has to do with the OP's problem.
