Why I can not find anywhere to deduct money for the returned item on ebay

Before I could see deduct option in the refund for the return. I do not know why I could not see the deduct option any more. Any one has the same issue?

I had this a few days ago on one return of a top rated account. Any ideas from anyone?

Some US sellers have been able to do so,just days ago,

so,thats the reason.
I have 2 cases where the seller did not refund my original shipping,when I complain,Ebay refunded me out of its pocket,but the amount is small

That's the protection buyers get. Ebay will give them all their money back, no matter what. You can refund partial, and the buyer will complain, and ebay pays out of their pocket. I've done that tons of times.

Does this cause a defect? Does it matter why the item was returned?

I have not experimented with it yet.

No to both those questions. You can do it on INAD as well. As long as you offer free returns.
