I don't use portable myself, I always have my computer and diff user accounts.

Been that way for over a decade and it works for me so why change what has been working?

People always try to cut corners or try to reinvent the wheel which I strongly believe is a waste of time in this instance

Could you tell me what kind of IP you are using? Residential Proxy or Fresh IP? I tried to use windows different users but all of the accounts were blocked in a couple of hours.

Almost all new accounts are suspended within a few hours after listing the first product. They want to speak with you.
So, the account is suspended, you reach them using the chat, they will ask a few questions about the products you intend to sell and that's that, the account is reinstated.

I normally create 3-4 accounts per day. Almost every time the agent will refuse to lift the restriction from account. Is it because I used a virtual phone number on it?

Virtual numbers are highly abused! eBay can definitely detect a VOIP number. PayPal is already catching on to this. You need a real number. I would recommend numbers like att, Verizon, sprint, t mobile. Do not cheap out on numbers. eBay will look at you like a robot or scammer
