Second Chance Offers/Selling Limts

I used the search function, so please don't yell at me. I've reached my limit of 10 items on a partcular account, still have another week before I can sell again. Can I use Second Chance Offers?

I remember when I use to have limits, I offered a second chance and it deducted it from my available limit. Things may be different now, but I doubt it.

2nd chance offers are entered onto your my ebay page as auctions. They even have their own auction numbers assigned to them.
