Yes if you file a not as described for something not bought on eBay, PayPal will close the dispute out period. Rule in the seller's favor. I bought something, it arrived defective and I wanted to return it for a refund. The seller said no so I opened a dispute with PayPal. The seller responded, blah, blah, and escalated it to a claim (as they obviously knew PayPal would rule in their favor) and bam it was closed and they informed me they don't address issues of "not as decribed", etc. and that I should take it up with the seller. Well duh I did. So I have to now try to go through my credit card company direct.
Also that's just wrong. Put yourself in the sellers shoes. Would you want that done to you?? I think not. What goes around comes around.
