13 Year Old Ebay Account, but no Paypal

I have been using the account for almost 4 months now successfully. Both my ebay and paypal are set up as a business account.

I never changed the name or address on the ebay account, but I would like to do so now.

I just registered a PO box in Los Angeles. Will it be safe to switch the address on ebay from the Florida address to my new PO box now?

Address is doable - name is dangerous...could be perceived as huge flag

Did they specifically say that the MC999 was due to the change in geo location in IPs or you logged in for the first time from a new location and got an MC999 and are pretty sure that's the cause?
