If you want to get TRS, then you need to be business.
If you do not want that, then does not make a huge amount of difference. Personally I have most my 400+ feedback accounts with over 300 selling limits as business purely because I like the to get TSR and the 15% discount that comes with it.

Do your personal accounts typically get shut down after you reach the $20K in sales mark (due to not being able to provide an EIN in lieu of a SSN)--or do you find you are able to ask PP for alternate methods of verification?

The $20k/100 item rules only applies to the US. Other countries dont have EIN or SSN's. Each country in the world is different. US tax rules dont apply to other countries.
