Generally, if a packages weight was under paid by a few ounces, it will make it through they system undetected (especially if priority mail). If it was first class, and obviously over 13 ounces is the biggest red flag and kicks it for human reweigh. At least that's what was conveyed to me by a regional postal inspector a few years ago.
It is rumored (at least at that time) that there were no dedicated systems in place to manually verify priority packages at most usps hubs. They rely on the fist line usps staff at the local level (post office) that accept and scan in the parcels. Not sure at all if this has changed since then.
If it were me, I'd reimburse the customer the 4 bucks, right away...along with a sincere, 'manufactured' excuse. Perhaps a new scale that is malfunctioning?
