Hello,
I created another ebay account with all different details and want to list some items.
I am planing to change my paypal primary email address to one other than the one used with my old suspended ebay account .
So when I put my new email address for receiving the sale amount. can this get me linked ?

You wont be able to use the same email address on both accounts, and the suspended one one let you change the emails while suspended.
The only way you will get linked is if you using the paypal account that is linked to the suspended ebay account to receive payments.

One goes down, all attached emails will be fair game too?
I am just limited, not suspended, if that makes a difference?
I had one payment accidently sent to the additional email address a month ago. No linking, and it didn't hold the payment like it does for its parent account.

I think you guys misunderstood me .
I will give you example.
1st ebay account : my real name, address, phone..etc used with this paypal account xxx@gmail.com. this ebay account is suspended.
My paypal has no problem and working well . I logged in to paypal and changed my email primary address from xxx@gmail.com to yyy@gmail.com
new ebay account : different name, address .etc . using yyy@gmail.com paypal to receive payments
Will I get linked in this situation ?
I assume ebay only knows my xxx@gmail.com pp account. they dont know yyy@gmail.com, so It shouldn't be any problem, right?
unless ebay can access my yyy@gmail.com account and see what it was before !

Each ebay and paypal account has a unique ID. With the classic paypal site, you can see this somewhere in settings. I haven't checked with the new site.
When either one are associated with the other, they are 'linked'.
This is why few weeks or months down the line (probably through a manual human review by ebay or paypal), they see this link, and they suspend the accounts. This has happened before, and its bound to happen again.
You can of course take the risk.

You know, I created new account two months ago, and I used my same paypal account just different email address to receive payments.
It worked for 5 sales , after 5 sales I was asked to link my paypal or credit card to pay fees. and linked my paypal "billing agreement" and immediately got restricted . I am thinking paying the fees with credit card wont cause this link, right ?
because the link occurred once I let ebay to sign in to my paypal for "billing agreement"

Eventually something else may cause the problem, and then your back to square one. Instead of trying to figure out what is causing the link, its really best to start fresh. Its the best option. I really have no more to say on this topic. Good luck buddy.

The stealth account sold here for very high price which I cannot afford right now.
By the way, do you know how can those sellers sell new accounts with high selling limits ?

Discuss that type of question with the sellers.
Replies will be speculation and create mischief.
Keep in mind not every user here is a seller but they get high limits too.
The creation method of the account is a major factor.

Don't forget bots do a lot of linking so any matching info to previous account will flag at some point. Most of the time when you try to sell or make a sale. They rarely ban buyer accounts even with linking.
