eBay suspension Error Code: 70228

I read that any error code starting with 7 is Paypal related and I just now found my Paypal is using my old name (I changed my name when I became citizen).

My eBay banned me for selling and buying..it does have my new name. While eBay might have banned me for other security reasons, could the name mismatch be one of them?
