Sounds like you broke some obscure policy of theirs.
Did you check that link they sent you as to how you can go about appealing this?

apparently when i spoke to rep they said i can not even apply this

Did you read their policy?

Maybe some program on your computer in the bkgd tripped up flags? Monitoring listings or automatic bidding? Just a thought

I got this for buying stuff (on a singular account). And they won't do any appeal or fix it. Seems like a broken algorithm in some cases just banning people.
