mc011 making me pay all fees before reinstate

This is a legit account selling legit items
One of my friends started posting and got the mc011
Sent all docs now its saying

"We have received the information you provided and we thank you for your cooperation. We will need one more piece of information before we can move forward with the appeal on your account. Please address any unpaid eBay fees or recoupment balances on your account.



You can make a one-time payment for your eBay selling fees from the Account tab in my eBay"

Its making him pay every dollar owed even next months!
What do you guys think
If they were going to reinstate the account why do they want all fees paid... I dont understand

PS it is a legit real account selling real items

MC011 is usually issued for violation of some trust and safety - that being said, was your friend selling risky items or problems with buyers?

It is well known for eBay to ask for all fees to be paid before reinstating an account, it does not mean they will reinstate after they got their fees!

What's there not to understand? Seems like of logical to try and get their own fees paid...

Can confirm, they will always tell you if you pay your fees then they can do A,B,C for you. Of course, once you pay it, they never bother.

Unlikely that paying the fees will fix the account. but you should pay the fees owed anyways.

I kinda think a friend using another’s account is a risk big time. Why did the friend do this?

What kind of invoices did you give them? did you concider Minimum advertised price (MAP) when submiting those invoices?
