banking information help!!

heres some of my questions that would like answered

is it safe paying ebay fees with an one time payment with an bank account that has a account number never used before a but with the same name that was kicked off ebay?

when i add an bank account to my new ebay account will reveal my account holder's name?

is it safe to make an bank account with a ⊗⊗⊗⊗ name and address?

by the way im in australia :D

Even when they get a banking license they probably won't be able to do it. Only the receiving bank can verify the account name.
