2. Go to the PayPal home page (

3. Log in to your PayPal account.
4. Click the “Help” link at the top right hand corner of the page.
5. Choose “Contact Us by phone or email” in the bottom right corner of
the page.
6. Click “Email us” under the Find Answers section.
7. Select the appropriate topic, write your message, and then click the
"Continue" button.

hours:
4:00 AM PDT to 10:00 PM PDT Monday through Friday
6:00 AM PDT to 8:00 PM PDT Saturday and Sunday
The agent will need to verify the telephone number on your account and
the last 4 digits of your credit card or bank account. You may want to
have that information handy when you call.
After your issues with your related eBay account and your PayPal account
have both been resolved, please reply to this email. We'll be glad to
help you appeal the restriction of your eBay account at that time.
