get back ebay final fees after suspension

hi all, OK after PayPal permanent limitation my ebay got limited too (after 1 day) Anyway there is many items sold recently, because both accounts banned forever no point to wait 180 days to get money, send item to clients and pay ebay fees!

So now I wanna give money back to all my customers as no point lie to them..
so if I do all this refunds did final value fees will back ? so it will reduce my ebay bill to minimum ...
