Wireless Cards from Cell providers do they change Ip?

Does anyone have experience with this route to access eBay? Like for example eBay item 120222919482. This requires of course a monthly fee but does going this route change your IP address everytime you were to login to the internet as long as you clear out everything like cache, cookies, history? I'm using dial up currently and it sucks. Too slow. Any input is greatly appreciated.

I have the card from verizon its like $60 a month and a little slower than DSL but yes everytime you log on it changes the ip.

Is there any way to make yourself appear as though your from another city with this card?

Yes i am on mobile broadband the speeds are a lot faster than dial up i average about 1.3 MBps down and 360KBps up.
