ISO file is just a raw Disk Image of an operating system.
It has nothing to do with Activation and Genuinity.
It is like you downloaded an evaluation copy of a software, but you need to purchase licence from developer to enjoy full set of feature.
However it is completely Illegal to use windows without licence key, as microsoft do not release any evaluation copy of any operating system.
Thus, if you are using ISO file to install an operating system , you need to purchase licence from the owner, microsoft in this case.
However, it is called a 'disk Image' you can use any bootable media like pen drive, flash drive, DVD etc to install OS from ISO.
