I don't know how new is this rule but
as a new ioffer seller, ioffer placing account on hold after selling barely 6 items

Your selling account is placed on hold for a lack of buyer feedback in recent transactions. Your items have been taken down and you cannot accept any new offers for the time being.
**PLEASE NOTE: If you received positive feedback from your buyers, it may take up to 24 hours for the rating to be processed. Afterwards, your restriction will be automatically lifted.
Please be patient and wait until your buyers receive their purchase and provide feedback for their transactions. If you have tracking numbers for your shipments, make sure you mark the item as shipped and include the tracking number from the 'Items Sold' page.
Follow the tips below to encourage your buyers to provide further feedback AFTER they receive their item(s):
Respond to buyer comments in a timely manner
Use secure payment services
Provide verified tracking numbers
Ship items on time and provide estimated delivery dates
This temporary hold will be lifted after you receive an adequate amount of feedback ratings. However, your account may be placed on hold again for the same reason. To avoid this, please ensure that you resolve all disputes, provide valid shipping and tracking information, and rate your buyers.
